Eugene Welch is a Partner in the Rochester office of Tully Rinckey PLLC, where he handles lawsuits and disputes, as well as litigation, mediation, municipal defense, and governmental compliance investigations. With decades of experience across federal and state courts, he brings deep knowledge of complex legal matters and a strong record of guiding clients through high-stakes disputes, regulatory inquiries, and federal investigations. As a Certified Federal Court Mediator invited by all Federal Judges in the Western District of New York, he is trusted to resolve challenging cases with fairness and skill.

Mr. Welch earned his B.A. in English from St. John Fisher College. He received his J.D. from the Columbus School of Law at the Catholic University of America, where he served as lead articles and book review editor of the Catholic University Law Review.

Mr. Welch has held significant legal roles in both federal and state government throughout his long career. He began as a confidential law clerk for the U.S. District Court Judge before becoming an Assistant U.S. Attorney in the Northern and Western Districts of New York. During this time, he was responsible for major organized crime and federal regulatory prosecutions, earning the Special Achievement Award from the U.S. Attorney General and the Drug Enforcement Administration’s Award of Honor. His trial skills led to his selection as an instructor at the U.S. Attorney General’s Advocacy Institute.

Eugene Welch later served as Assistant Attorney General in charge, the New York State Attorney General’s Rochester Regional Office. In that role, he supervised civil and criminal matters on behalf of the state and trained attorneys statewide in trial advocacy. He continued his career in private practice, handling municipal liability defense, civil rights litigation, commercial disputes, insurance defense, and compliance work. Mr. Welch has helped individuals, businesses, municipalities, and government agencies navigate audits, subpoenas, investigations, and courtroom disputes. Widely recognized for his professionalism, he has maintained an AV rating from Martindale-Hubbell, been named a Super Lawyer multiple years, and selected among the 2026 Lawdragon 500 Leading Litigators in America.
