Dirk D. Haire

Dirk D. Haire is a partner and Washington, DC office managing partner at Burr & Forman, where he leads the firm’s national Construction and Government Contracts practice. He represents contractors in federal construction claims, bid protests, compliance matters, and procurement disputes. His work includes proceedings before the Government Accountability Office, Boards of Contract Appeals, Court of Federal Claims, Federal Circuit, and federal district courts, as well as arbitration and mediation.

Haire earned his J.D. from George Washington University Law School and his B.S., cum laude, from Ball State University. His legal education supports a practice centered on detailed contract interpretation, procurement regulations, claim documentation, and litigation strategy. His experience with construction and government contracting allows him to connect legal requirements with project records, schedules, technical issues, and business decisions that can affect the outcome of a dispute or procurement challenge.

Haire advises on constructive changes, delay and acceleration claims, defective work, differing site conditions, default terminations, and related construction issues.
