David M. Traskey

David M. Traskey is a partner and co-head of Garfunkel Wild’s Washington, DC office who advises individuals and organizations on government investigations, health care compliance, corporate governance, and white collar matters. His practice includes civil and criminal health care fraud, regulatory enforcement, audits, self-disclosures, and risk mitigation. He counsels clients on the False Claims Act, Anti-Kickback Statute, Stark Law, reimbursement requirements, and regulations administered by federal health agencies.

David earned a J.D. from the University of Cincinnati College of Law, an M.S. from Johns Hopkins University Carey Business School, and a B.A. in Political Science from the University of Dayton. His legal and business education supports work involving regulatory systems, organizational compliance, investigations, and enforcement risk. He is a Certified Fraud Examiner, adding a fraud-focused analytical perspective to matters involving audits, overpayments, government inquiries, and internal compliance controls.

David previously served as Senior Counsel with the US Department of Health and Human Services Office of Inspector General. He handled litigation and settlements under the Civil Monetary Penalties Law and False Claims Act, provider exclusion appeals, subpoenas, corporate integrity matters, and self-disclosures. His government service included roles with the Department of Veterans Affairs OIG and the Board of Veterans’ Appeals, where he served as an Acting Veterans Law Judge.

His practice draws on nearly two decades of government service and detailed experience with health care enforcement, compliance, investigations, and administrative litigation. He helps providers and other organizations respond to audits, identify compliance risks, address overpayments, structure safeguards, evaluate fraud and abuse issues, and navigate federal investigations with a practical understanding of how enforcement agencies develop and resolve cases.
