David B. Honig is a shareholder at Hall Render who maintains offices in Indianapolis and Washington, D.C. He leads the firm’s National Health Care Litigation team and focuses on complex litigation, particularly matters involving the False Claims Act. With more than 20 years of False Claims Act and health care experience, he represents hospitals, long-term care companies, and hospital systems in federal litigation, appeals, government investigations, fraud and abuse matters, and related health care disputes.
David earned a B.A. from Washington University in St. Louis in 1984 and received his J.D., with honors, from the University of Florida College of Law in 1987. His legal background was further shaped by public service roles in Florida, including work in the Office of the Florida Attorney General and the State Attorney’s Office for the Eleventh Judicial Circuit. This experience supports his ability to evaluate complex disputes involving government enforcement, health care regulation, and federal litigation.
David has represented clients in False Claims Act cases involving Medicare billing, Stark Law and Anti-Kickback Statute allegations, physician billing, federal research grants, laboratory services, and retaliation claims. His matters have been heard in federal trial courts across the country and before multiple federal courts of appeal and the United States Supreme Court. He also played an integral role in creating Florida’s first Medicaid Fraud Major Case Unit, giving him significant experience with health care fraud investigations and enforcement issues.
David B. Honig is recognized by Best Lawyers in America and is a member of several state bar associations and the American Health Law Association. He serves as an adjunct professor at Indiana University Robert H. McKinney School of Law, where he teaches negotiation, and he is a Registered Civil Mediator in Indiana. His combination of litigation experience, health care knowledge, appellate work, and negotiation training helps clients address high-stakes disputes with practical legal judgment and careful preparation.
