Conor O. Duffy

Conor O. Duffy is a partner at Robinson+Cole and co-chair of the firm’s Health Law group. Based in Hartford, with additional office connections in New Haven and Boston, he advises hospitals, clinically integrated networks, physician groups, post-acute care facilities, community providers, and other health care entities. His practice focuses on health care regulatory, transactional, corporate, privacy, and data security matters.

Conor earned his J.D., with honors, from the University of Connecticut School of Law, where he received CALI Excellence Awards in Federal Courts, Mental Health Law, and the CULI Environmental Practice Clinic. He also earned a B.A. in History from Boston College. His academic background supports his work in health care regulation, administrative advocacy, compliance counseling, and practical legal problem solving for complex provider organizations.

Conor advises health care clients on Medicare and Medicaid compliance, fraud and abuse laws, Certificates of Need, transaction approvals, EMTALA, licensure, scope of practice, staffing, governance, and internal investigations. He also assists with health care transactions involving contracting, affiliations, joint ventures, leasing arrangements, clinical service agreements, accountable care organizations, and physician-hospital organizations. His privacy work includes HIPAA compliance, breach response, security programs, policies, training, and safeguards for patient information.
