About
Colleen Sullivan is an associate attorney on the Tribal law and federal Indian law team at Echo Hawk & Olsen in Pocatello. She assists Tribal clients with matters involving governance, economic development, and interactions with federal and local government entities. Her work includes SBA 8(a) business development certification, drafting Tribal laws, regulations, and resolutions, coordinating with agencies, and supporting efforts that strengthen sovereignty through expanded economic opportunities.
Colleen earned a bachelor’s degree in English from Utah Tech University with an emphasis in Professional and Technical Writing and a J.D. from the University of Idaho College of Law in Boise. In law school, she held leadership roles in the Native American Law Student Association and the Women’s Law Caucus. She also earned CALI Awards in Tribal Nation Economics and Law and Applied Legal Research: Native American Law.
Colleen’s practice is centered on representing Tribes and Tribal interests rather than a general business-law practice. She helps clients develop and document governmental rules, pursue business-development opportunities, and coordinate with public agencies and local governments. Her writing-focused undergraduate education and law-school concentration in Native American legal issues are directly relevant to drafting governance materials, researching federal Indian law questions, and supporting Tribal economic development initiatives.
Colleen Sullivan is licensed to practice in Utah and works within a firm with a substantial Indian law practice. Her role combines legal research, technical drafting, government coordination, and business-development support for Tribal clients. By helping Tribes formalize laws and resolutions, navigate certification processes, and work with outside governmental entities, she contributes to legal strategies designed to advance self-governance, economic development, and institutional capacity.
