Colin H. Luke

Colin H. Luke is a partner and executive partner of Holland & Knight’s Birmingham office, where he works on healthcare transactions and regulatory matters. He represents hospitals, health systems, physicians, outpatient facilities, and other providers across nonprofit, governmental, academic, and commercial healthcare settings. Colin advises on Certificates of Need, provider joint ventures, healthcare mergers and sales, licensing, patient privacy, and compliance programs involving operational and legal requirements.

Colin earned a B.A. in Political Science, summa cum laude, from Vanderbilt University and a J.D. from the University of Chicago Law School. His background supports a practice combining business agreements with specialized healthcare regulations. He is admitted to the Alabama Bar. Colin has also participated in professional organizations and health-law educational programs, including work associated with the American Bar Association and the American Health Law Association.

Colin has advised on ownership structures for surgery centers, transactions involving healthcare facilities, and provider arrangements that raise regulatory questions. He works with the federal Anti-Kickback Statute, Stark law, HIPAA, and state healthcare rules. Earlier roles included leading a healthcare compliance and operations practice and serving as vice president and corporate counsel for a company providing adult day healthcare services, where he managed acquisitions, facility development, and compliance.
