Charles M. Rubio is a founding partner of Parkins & Rubio LLP and is based in the firm’s New York office. He represents debtors, creditors, trustees, and other parties in bankruptcy cases and out-of-court restructurings. His broader business practice includes corporate, financial, and real estate transactions, commercial disputes, and outside general counsel services. Rubio advises clients throughout the business life cycle, from formation and financing through restructuring, distressed sales, and wind-down matters.

Rubio earned his J.D. from New York University School of Law in 2007. He received both a B.S., summa cum laude, and a B.B.A., magna cum laude, from the University of Texas at Austin in 2003. His legal, business, and finance education provides a strong foundation for analyzing insolvency issues, negotiating sophisticated agreements, structuring capital raises, and developing practical solutions for companies facing operational or financial challenges.

Rubio has represented companies in Chapter 11 reorganizations and asset sales across the energy, chemical, construction, financial services, and investment sectors. His experience includes representing Consolidated Wealth Holdings through a successful reorganization, oil and gas companies through confirmed Chapter 11 plans, and Northstar Offshore Group in the sale of substantially all its assets. He has also represented Chapter 7 and Chapter 11 trustees, creditor groups, royalty owners, utilities, and other claimholders in major bankruptcy proceedings.

Charles M. Rubio also handles commercial litigation involving contract disputes, breaches of fiduciary duty, preference actions, and fraudulent transfer claims. He is admitted in New York and Texas and before federal district and bankruptcy courts in both states. New York Super Lawyers recognized him as a Rising Star in bankruptcy law from 2016 through 2020 and as a Super Lawyer in 2021. Rubio combines bankruptcy experience, financial insight, and practical business judgment when helping clients address complex transactions, disputes, and restructuring decisions.
