About

Caroline Brown is a Partner at Brown & Peisch PLLC in Washington, D.C. with more than 25 years of experience in government-sponsored health care and public benefit programs. Her practice focuses on advice and litigation involving Medicaid, Medicare, CHIP, and the Affordable Care Act, along with programs such as Foster Care and Adoption Assistance, TANF, Child Support Enforcement, SNAP, and WIC. She helps government and health care clients address complicated statutory, regulatory, payment, and program administration issues.

Brown earned her J.D. magna cum laude from Harvard Law School in 1990, where she served on the Harvard Law Review. She received her A.B. magna cum laude from Harvard University in 1985. After law school, she clerked for Judge Ruth Bader Ginsburg on the U.S. Court of Appeals for the D.C. Circuit and Justice Sandra Day O’Connor on the U.S. Supreme Court, experiences that strengthened her foundation in federal law and appellate analysis.

Her practice includes more than 50 matters before the U.S. Department of Health and Human Services Departmental Appeals Board and more than 20 appeals involving state plan amendment disapprovals. Brown advises on Medicaid upper payment limits, disproportionate share hospital payments, certified public expenditures, graduate medical education, managed care, home and community-based services, provider taxes, dual eligibles, and Section 1115 demonstrations. She also represents clients in federal court challenges involving agency action and public assistance programs.

Caroline Brown has handled major matters for state agencies and health plans, including litigation concerning Affordable Care Act risk corridor payments and substantial Medicaid disallowances. Before founding Brown & Peisch PLLC, she was a partner at Covington & Burling LLP, where she chaired the Federal-State Programs practice and co-chaired the Health Care group. Her work combines deep program knowledge with litigation experience, helping clients navigate highly technical health care and public benefits requirements.
