Brian Bombassaro

Brian Bombassaro is a Managing Director at Arnold & Porter Kaye Scholer LLP, who advises clients on the legal and policy aspects of international trade, investment, and finance. His work combines legal, business law, and political analysis in strategic counseling and advocacy. His experience encompasses international trade, international arbitration, government relations, legislative and public policy, and sovereign finance. He advises governments, multinational businesses, financial institutions, and other organizations on complex cross-border matters.

Brian earned his J.D. from Yale Law School, where he served on the Yale Law Journal. He earned his M.P.P. from Harvard University, John F. Kennedy School of Government. He earned his B.S.B.A. and B.A. from the University of Florida. His multidisciplinary education supports his work across law, public policy, international commerce, and finance.

Brian advises on tariffs, regulatory barriers, market access, trade negotiations, international agreements, and foreign investment matters. His arbitration experience includes representing sovereign governments and private businesses in international disputes, including proceedings before ICSID. His sovereign finance work covers capital markets transactions, credit agreements, debt enforcement, restructuring, and financial services contracts. He has advised governments and creditors on significant sovereign debt and financing matters.

Brian Bombassaro brings substantial government experience to his international practice. He has served as International Trade Counsel to three Chairmen of the US Senate Committee on Finance. His work there addressed US-China relations, tariffs, trade agreements, digital trade, WTO policy, investment disputes, and other international economic issues. He is admitted in the District of Columbia and is a member of the Bretton Woods Committee.
