About
Bin Chen is the managing attorney at Hooton & Chen LLP in Portland, Oregon. He focuses on workers’ compensation, personal injury, Social Security, and business law. With over a decade of experience, Bin brings deep knowledge of insurance law and a strong commitment to client advocacy, especially for workers and small business owners.
Bin earned his J.D. from Northwestern School of Law at Lewis & Clark College in 2010. He also holds an M.B.A. in Global Management from the University of Phoenix (2006) and a B.A. in Computer Science from Corban University (2003).
Before becoming an attorney, Bin worked as a certified claims adjuster and regional business analyst at AIG. He handled complex claims, implemented compliance protocols, and led major analytics projects, including a joint venture with McKinsey & Company to design automated claims systems. This experience gave him firsthand insight into the insurance industry.
After passing the Bar, Bin joined the largest workers’ compensation defense firm in the Northwest, where he represented insurers and employers. He quickly advanced to partner and equity shareholder, training adjusters and introducing continuing medical education for physicians on workers’ compensation.
Bin is admitted to practice in Oregon and Washington. He has served on the Oregon State Bar’s Workers’ Compensation Section Executive Committee and chaired its Access to Justice Committee. His advocacy led to language-access reforms that benefit non-English-speaking workers.
Fluent in Chinese, Bin Chen serves the Portland Chinese community with bilingual legal services. He regularly advises clients on employment, vendor, and business contracts. Today, Bin is recognized for combining business acumen, legal skill, and cultural awareness to deliver smart, practical solutions to his clients across Oregon and Washington.
