Bicka Barlow is a nationally recognized attorney and consultant specializing in forensic DNA evidence. With a background in science and law, she brings unique expertise to criminal cases involving complex genetic testing. Ms. Barlow has served as legal counsel and DNA consultant on more than 100 criminal matters in state and federal courts, working on cases ranging from homicides to post-conviction appeals. Her skill in challenging the admissibility and interpretation of DNA evidence has made her a sought-after expert nationwide.
Ms. Barlow earned a B.S. in Genetics from the University of California, Berkeley. She then obtained an M.S. in Genetics and Developmental Biology from Cornell University, with minors in Plant Molecular Biology and Cellular Biology. She earned her J.D., magna cum laude, from the University of San Francisco School of Law.
Ms. Barlow began her legal career as a research attorney for the San Francisco Superior Court’s Criminal Division before launching a private criminal defense practice focused on DNA litigation. She was co-counsel in the landmark People v. Bokin case, which resulted in the first successful U.S. challenge to the admissibility of STR DNA evidence. She also played a pivotal role in In re Dennis Lawley, where her forensic review helped discredit toolmark evidence that was key to the prosecution’s case.
From 2004 to 2013, Bicka Barlow served as the in-house DNA attorney for the San Francisco Public Defender’s Office, assisting on homicide and serious felony cases. Since returning to private practice, she has continued to consult and litigate DNA issues across the country, including STR, mitochondrial, and Y-STR testing. With her rare blend of scientific and legal expertise, Ms. Barlow remains a leading figure in the forensic DNA legal field.
