About
Benjamin M. Ebbink is a partner in Fisher Phillips’ Sacramento and Washington, D.C. offices and leads the firm’s California Government Relations practice. His work sits at the intersection of labor and employment law, public policy, legislation, and regulation. Benjamin advises employers on changing legal and regulatory requirements that affect business operations. His service focus includes counseling and advice, government relations, pay equity and transparency, and issues involving technology, staffing, and professional employer organizations.
Benjamin earned a J.D. from the University of California at Davis School of Law and a B.A. from the University of California, Davis. His education prepared him for work requiring legal analysis, legislative interpretation, and practical policy judgment. That foundation supports his ability to assess proposed laws and regulations, explain their effects on employers, and help business leaders plan for compliance obligations arising from changes in labor and employment policy.
Benjamin previously spent 15 years as Chief Consultant to the California Assembly Committee on Labor and Employment. In that role, he served as a primary policy adviser on labor and employment matters for the California State Assembly and drafted hundreds of legislative proposals. He now represents clients on labor and employment matters before the California Legislature as a registered legislative advocate. This background gives him direct experience with the development, interpretation, and implementation of employment-related public policy.
Benjamin M. Ebbink has been recognized in The Best Lawyers in America and was named a Top Labor and Employment Lawyer by the Daily Journal. His practice combines legal counseling with government relations and detailed knowledge of the legislative process. He helps employers understand proposed policy changes, respond to regulatory developments, and communicate their interests in the legislative arena. His experience supports practical strategies for businesses facing complex employment rules, public policy changes, and evolving compliance requirements.
