About

Anne S. Babineau is a real estate lawyer and shareholder at Wilentz, Goldman & Spitzer, P.A., serving as Senior Counsel–Special Projects within the Real Estate and Redevelopment group. She represents developers, investors, property owners, tenants, and governmental entities in complex projects throughout New Jersey. She structures transactions, secures public approvals, and guides clients through redevelopment agreements, land use concerns, and financing arrangements. Her coordinated approach draws upon related experience in environmental, public finance, governmental entities, and real property law for challenging sites and major mixed-use projects.

Ms. Babineau earned a B.A., cum laude, from the College of New Rochelle in 1973. She received her J.D., cum laude, from Seton Hall University School of Law in 1977. Her legal education prepared her to address complicated transactions, governmental approvals, land use requirements, and public-private development structures across complex property matters. She gained admission in New Jersey in 1977 and New York in 1983. She later gained admission before the US Court of Appeals for the Third Circuit in 1984.

Ms. Babineau has professional recognition that reflects decades of sustained leadership and influence in real estate and redevelopment law. She has been ranked by Chambers USA since 2011 and recognized by Best Lawyers since 2005. She became a Fellow of the American College of Real Estate Lawyers in 2008. Her honors include leadership awards from the Urban Land Institute and New Jersey Future. She received Lawyer of the Year honors in 2018, 2020, and 2025 for real estate, land use, and zoning law.

Anne S. Babineau contributes to redevelopment education, planning, and professional leadership across New Jersey. She regularly speaks at continuing legal education programs and redevelopment forums. She taught Rutgers and state redevelopment principles for agency executive directors for more than twenty years. She has testified before the New Jersey Legislature regarding redevelopment issues. Her board service includes New Jersey Future, the Rutgers Center for Real Estate, and the New Jersey Institute of Technology. She supports thoughtful economic development and community revitalization.
