Warren Connelly

Warren Connelly is Senior Counsel at Trade Pacific in Washington, DC and has practiced international trade law for more than forty years. He represents clients in proceedings before the US Department of Commerce, US International Trade Commission, US Customs and Border Protection, Office of the US Trade Representative, US Court of International Trade, and US Court of Appeals for the Federal Circuit. His practice includes trade policy, trade remedies, WTO dispute resolution, customs law, and related litigation.

Warren earned a J.D. from Georgetown University and an A.B. from Dartmouth College, where he graduated cum laude with distinction in government. Before law school, he served as a lieutenant in the US Army Artillery Branch. His education and early public service provided a foundation for a long career involving administrative law, international economic regulation, trade litigation, and government decision-making. He later developed extensive experience across import and export disputes and trade-policy matters.

Warren has represented major companies, trade associations, and foreign governments in international trade matters. His work has included clients in electronics, food, energy, retail, manufacturing, and other industries, along with the governments of Korea, Ecuador, and Israel. He has served on binational trade panels and was appointed to the US indicative list of non-governmental citizens eligible to serve as World Trade Organization dispute-resolution panelists. He has also handled extensive administrative and civil court litigation.

Warren Connelly is admitted in the District of Columbia and before the US Court of Appeals for the Federal Circuit and the US Court of International Trade. He has received longstanding recognition from Chambers USA, Who’s Who Legal, Best Lawyers, and other publications for international trade work. His practice combines decades of agency advocacy, customs and trade-remedy counseling, court litigation, and international dispute experience. He continues to advise clients on complex import, export, and trade-policy issues.
