Tracy A. Gromer has practiced civil litigation in Phoenix since 1987, building decades of courtroom and appellate experience. Her work focuses on complex legal disputes involving insurance coverage, medical malpractice, contracts, and personal injury matters. She is widely known for preparing strong appellate arguments and major legal motions in challenging civil cases.
Tracy earned a B.S. magna cum laude – 1984 from Kansas State University, Manhattan, Kansas. She later attended Northwestern University School of Law, Chicago, Illinois, where she received her J.D. in 1987. During law school, she was on the Dean’s List and contributed to the Journal of International Law & Business.
Tracy focuses much of her legal practice on appellate work and complex motion practice. She reviews trial records, researches detailed legal issues, and prepares persuasive written arguments for appellate courts. Her litigation background also includes handling disputes related to insurance law, personal injury claims, and contractual matters in civil litigation.
Tracy has also contributed to legal writing on insurance and appellate issues. Her articles include “Independent Settlement Agreements from Start to Finish: The Legacy of Damron and Morris,” published in The Advocate in 2025, along with earlier works in Maricopa Lawyer discussing insurance bad faith and appellate perspectives in practice.
Tracy was admitted to the Arizona bar in 1987 and is also admitted to the U.S. District Court District of Arizona. She later gained admission to the U.S. Court of Appeals, 9th Circuit. These admissions support her ongoing appellate advocacy and civil litigation work across complex legal disputes and cases.
Tracy has also been active in professional and community organizations. She has participated in groups such as the American Bar Association, Arizona State Bar Association, and Maricopa County Bar Association. Her service has included leadership roles and involvement with community advisory and planning commissions across Phoenix civic initiatives and programs.
