Thomas Gibbon

Thomas Gibbon is an attorney and technical advisor in Washington, D.C., whose practice focuses on global media communications. He serves broadcasters that need legal guidance on distributing programming across international markets. For more than 30 years, he has acted as outside counsel to NHK Japan Broadcasting Corporation and several affiliated companies. His work combines communications law with the technical issues involved in delivering television services worldwide. He helps address the agreements and network arrangements that support the movement of programming across borders.

Thomas earned his B.A. from Bucknell University in 1970 and his Juris Doctor from the University of Maine School of Law in 1974. He is admitted to practice in the District of Columbia and several federal courts. His Maine admission is inactive. His background includes public service as counsel to Commissioner Peter Bradford at the U.S. Nuclear Regulatory Commission.

Thomas advises NHK WORLD-JAPAN on international distribution agreements involving cable, direct-to-home satellite, and internet protocol television services. He also assists with networks that bring video feeds into Tokyo and distribute programming worldwide. Earlier, he handled telephone litigation for the Maine Public Utilities Commission and represented MCI before the Federal Communications Commission and federal courts. He also advised the District of Columbia Public Service Commission on telecommunications matters.

Thomas Gibbon contributes to the World Broadcasting Union’s International Media Connections Group, where he has moderated panels on television technology. He previously chaired programs focused on compatibility between high-definition video systems and completed a similar project for 4K equipment. His broader litigation experience includes age discrimination, employee benefits, commercial disputes, and government contracts. In 2016, he lectured at Sophia University in Tokyo on trends in global media.
