Steven A. Burkhart

Steven A. Burkhart is a Baltimore commercial attorney and special counsel who focuses on international standards compliance and captive insurance counseling, formation, and compliance. He works with international companies, government authorities, and courts on matters involving commercial disputes, crisis management, manufacturing, consumer products, and insurance. His practice draws on extensive in-house experience and a practical understanding of regulatory, operational, and risk management concerns.

Steven received a B.A. from the University of Washington in 1986 before earning a J.D. from The Catholic University of America, Columbus School of Law, in 1989. During law school, he participated in the Health Law Journal and received a Law and Public Policy Scholarship. His academic training helped build the legal analysis and policy perspective he applies to commercial, compliance, and regulatory matters.

Steven spent more than 28 years as an in-house lawyer for BIC Corporation, where he served as vice president of administration, general counsel, secretary, and managing director of fuel cell hydrogen technologies. He also oversaw communications, consumer affairs, environmental, regulatory, and risk management teams. His experience includes acquisitions, alternative energy product development, technology-sharing arrangements, foreign manufacturing agreements, and transactions with private equity and venture capital firms.

Steven A. Burkhart holds leadership roles involving the International Organization for Standardization, ASTM International, the Product Liability Advisory Council, and the U.S. Lighter Association. He has taught in-house corporate practice at U.S. law schools for more than 25 years and has been recognized by The Legal 500 for product liability defense. He is also a named inventor on two U.S. patents related to portable charging and ignition technology.
