Stephen Kulla

Stephen Kulla is the founder of the firm now known as Kulla, Barkdoll, & Stewart, P.C. in Waynesboro, Pennsylvania. He concentrates his current practice on family law and civil litigation, including personal injury matters, while continuing to handle selected criminal cases. His family practice includes custody, divorce, support, and adoption. With more than three decades of courtroom work, he represents clients in disputes requiring negotiation, trial preparation, evidence review, and practical guidance through emotionally and financially significant legal proceedings.

Stephen is a graduate of Colgate University and the Dickinson School of Law at Penn State University. His legal education provided the foundation for a career that began in 1990 and developed into extensive trial practice across criminal, family, and civil matters. Over time, his work has emphasized courtroom preparation, negotiation, client counseling, and dispute resolution. That background supports his current focus on family cases, civil litigation, personal injury claims, adoption proceedings, and selected private criminal defense matters.

Stephen has tried hundreds of cases to verdict and has handled more than ten homicide trials during his criminal practice. In family law, he represents clients in custody, divorce, and support matters and places particular emphasis on preparation and negotiation. His personal injury work includes cases resolved through settlement or trial. He also handles adoption matters, an area that remains an important part of his practice. This range gives him substantial experience with both contested hearings and negotiated resolutions.

Stephen Kulla founded his firm in 1993 and has remained active in the Waynesboro community. He previously served as Chairman of the Washington Township Board of Supervisors and President of the Waynesboro Area School Board and founded the Waynesboro Children’s Theatre Troupe. His legal practice combines long-term courtroom experience with family-law counseling and civil litigation. He helps clients address custody, divorce, support, adoption, injury claims, and selected criminal cases through preparation, negotiation, and trial advocacy.
