Scott Zwillinger has over two decades of experience representing businesses, entrepreneurs, and individuals in high-stakes litigation. His practice focuses on business disputes, civil rights claims, catastrophic injury cases, medical malpractice, and administrative law. Known for his strategic, solutions-oriented approach, Scott advises clients both before and during litigation to protect their interests and reduce legal risk.

Scott earned his J.D., cum laude, from Brooklyn Law School in 1998, where he was a Dean’s Merit Scholar. He received his B.S. from Brooklyn College in 1995.

In his business litigation practice, Scott represents clients in contract disputes, corporate governance conflicts, real estate litigation, financing disagreements, and collection actions. He also defends licensed professionals before Arizona regulatory agencies, including the Arizona Registrar of Contractors and the Arizona Department of Financial Institutions. His administrative law experience includes serving as lead counsel in one of the most complex attorney disciplinary cases in U.S. history before the State Bar of Arizona.

Scott is also a leading civil rights and injury attorney, having recovered millions of dollars for clients harmed by law enforcement misconduct, correctional healthcare failures, and institutional negligence. His results include the largest known settlement in Arizona for a public employee sexually assaulted on the job and a multi-million-dollar recovery for an inmate assaulted by gang members in custody.

Scott H. Zwillinger is admitted to practice in Arizona and New York and before the U.S. District Court of Arizona, the Ninth Circuit Court of Appeals, and the U.S. Supreme Court. Early in his career, Scott clerked for the Hon. Mary H. Murguia, then a U.S. District Court Judge and now Chief Judge of the Ninth Circuit.

Scott is committed to public service and regularly provides pro bono legal assistance to underserved individuals, including families affected by the housing crisis and children in family disputes.
