Scott W. Carbone, Esq., serves as Counsel with more than two decades of experience guiding employers in labor and employment law. He provides strategic representation in collective bargaining, workforce compliance, labor relations, and litigation before state and federal courts, as well as administrative agencies. Carbone is highly regarded for helping organizations resolve disputes and build policies that protect both legal obligations and workplace integrity.
Carbone earned his B.S. in Law & Justice from The College of New Jersey and his J.D. from Seton Hall University School of Law, where he served as Articles Editor for the Seton Hall Law Review. His education laid the foundation for a career dedicated to labor law, employment litigation, and advancing best practices for employers in both the public and private sectors.
Before launching his private practice, Carbone built extensive public-sector experience as Director of Labor Relations for Newark Public Schools, where he oversaw labor relations and compliance for nearly 10,000 employees across nine unions. He previously spent seven years with the City of Jersey City, including five as Supervisory Counsel for Labor & Employment. In these leadership roles, he managed complex labor and employment litigation, guided internal workplace investigations, advised on law enforcement compliance, and led critical labor, safety, and COVID-19 response initiatives.
Scott W. Carbone’s private practice experience spans industries such as healthcare, higher education, construction, and transportation. He has successfully litigated cases in trial and appellate courts, including the U.S. Court of Appeals for the Third Circuit and the New Jersey Supreme Court. Notably, he secured a precedent-setting ruling in Caraballo v. City of Jersey City Police Department. His admissions include New Jersey, the U.S. District Court for the District of New Jersey, and the Third Circuit Court of Appeals.
