Lever earned a Bachelor of Arts in Political Science from the University of Vermont in 2005 and a J.D. from the University of Maine School of Law in 2011. He later received a Lean Six Sigma Green Belt Certification from the University of Southern Maine in 2018. While attending law school, he worked with the Cumberland and York County District Attorney’s Offices, gaining exposure to public-sector legal work.
His professional background includes serving as chief legal officer and lobbyist for a Maine construction trade association and later as a state regulator. As Deputy Commissioner of Maine’s Department of Health and Human Services, he worked on the recertification of Riverview Psychiatric Center by the Centers for Medicare & Medicaid Services.
