Scott C. Baumgartner

Scott C. Baumgartner is a Minnesota attorney and partner at Berglund, Baumgartner & Glaser, LLC, whose practice focuses heavily on municipal law and public-sector representation. He has represented private and public entities for more than 25 years. Since 2006, his work has concentrated on municipal matters involving condemnation, subdivisions, land development, abatement, Torrens proceedings, special assessments, ordinance drafting, enforcement, and civil issues. His experience includes appearances before city councils, charter commissions, and housing and redevelopment authorities.

Scott earned his B.S. from St. Cloud State University. He later received his J.D. from William Mitchell College of Law. His undergraduate and legal education provided the academic foundation for a career spanning municipal law, prosecution, civil litigation, land development, and public-sector representation.

Scott serves as City Attorney for Anoka and Andover and works with Anoka’s Charter Commission and Housing and Redevelopment Authority. He supervises prosecution for Andover, Oak Grove, Elk River, Buffalo, and Annandale. His prosecution work covers charging decisions, complaint drafting, witness and officer interviews, contested motions, forfeiture proceedings, trials, and appeals. His broader litigation experience includes mediations, arbitrations, jury trials, and arguments before Minnesota appellate courts. He helped develop a Sherburne County diversion program for qualifying low-level offenses in 2012.

Scott C. Baumgartner brings extensive experience to municipal counseling, prosecution, civil litigation, and appellate work. His public-sector practice includes land use, ordinance enforcement, development matters, special assessments, and other issues affecting local governments. He has participated in domestic-abuse initiatives involving prosecutors and law enforcement across Anoka County. His office was selected for early implementation of Minnesota’s E-Charging system and worked with the Bureau of Criminal Apprehension during testing and development.
