Samuel earned his academic credentials with a strong focus on law and taxation. He received a B.A. in History from California State University at Northridge, then obtained a J.D., With Distinction, from Hofstra University School of Law, and later completed an LL.M. (Tax) from New York University School of Law.

Samuel has held key leadership roles, including serving as Chief Legal Officer and General Counsel for a large public employee trust. In that position, he guided leadership teams, supported governance efforts, and ensured regulatory compliance while helping shape policies that improved operational efficiency and risk management.

Samuel has also worked in private practice at nationally recognized firms, advising a wide range of clients such as Fortune 500 companies, investment funds, and plan fiduciaries.
