Ross began his academic journey at the University of South Florida Muma College of Business, where he earned his Bachelor’s Degree in History in 1994 and participated in Phi Alpha Theta. He then attended the Florida State University College of Law, receiving his Juris Doctor with Honors in 1998. During law school, he was active on the Moot Court Team and contributed to both the Journal of Transnational Law and Policy and the Journal of Land Use and Environmental Law. His dedication to academic excellence and analytical skill became the foundation for his distinguished career in law and public service.

Ross has held various significant roles throughout his career, including serving as a State Representative for Florida’s 59th District for six years. During that time, he chaired the Criminal Justice Subcommittee and served as Vice Chairman of both the Judiciary and Justice Appropriations Committees. His leadership continued when he represented Florida’s 15th District in the U.S. House of Representatives, where he acted as Vice Chairman of the Small Business Subcommittee on Investigations, Oversight, and Regulations. Each of these positions reflects his ongoing dedication to responsible governance and his commitment to safeguarding the rights and interests of Floridians.
