Ross co-authored Ballot Measure 37, a property rights measure passed by Oregon voters in 2004. In 2006, he served as co-chief petitioner for Ballot Measure 39, focused on eminent domain issues. He later served as Executive Director and General Counsel for Common Sense For Oregon, Inc.
