Robert Palmer is an attorney with Munson, Cacciola & Severin, LLP and joined the firm in 2024. His practice includes municipal law, labor and employment, and commercial litigation. Robert advises public entities on government law, land use, property matters, employment issues, taxation, utilities, public facilities, and economic development. His background as a long-time municipal attorney gives him practical experience helping local governments address legal questions that affect departments, elected bodies, public services, and community operations.

Robert earned a B.S. from the University of Washington in 2003 and a J.D., cum laude, from Seattle University School of Law in 2012. He also completed a graduate certificate in emergency management at the University of Washington. Before practicing law, he worked as a law enforcement officer and led wildland fire crews across the western United States. His education and prior public-safety work support a practical approach to government operations, risk, and public decision-making.

Robert spent nearly 11 years as an attorney for the City and Borough of Juneau, including six years as Municipal Attorney. He advised municipal departments covering the assembly, planning, schools, hospital, harbors, engineering, finance, utilities, parks, airport, police, and clerk’s office and supervised a criminal division prosecuting approximately 1,100 cases per year. His litigation work has involved employment, police use of force, personal injury, tax appeals, property disputes, land use decisions, and cruise ship matters.

Robert Palmer is licensed in Alaska and Washington, including federal court. Before moving to Alaska, he represented private clients in western Washington in land use and property disputes involving local, state, federal, and tribal governments. His career combines municipal counseling, litigation management, public safety experience, and legislative drafting. Robert helps local governments and other clients address complicated public-law questions while considering operational realities, community interests, and the legal framework for long-term development and public services.
