Mr. McDowell earned his J.D. from William & Mary Law School, where he was recognized with Order of the Barristers honors. He completed his undergraduate education at Duke University, receiving a B.A., cum laude. Mr. McDowell, before joining Cooley LLP, served as a commissioner of the Federal Communications Commission. He was appointed in 2006 and reappointed in 2009, with unanimous US Senate confirmation both times. During his tenure, he worked on landmark wireless spectrum auctions, the national digital television transition, and major merger reviews involving leading telecommunications and media companies.
