About

Randy Chen is a Partner at Migliaccio & Rathod LLP in Washington, D.C. whose litigation practice focuses on protecting workers and consumers. His work includes wage theft, consumer protection, data privacy, civil rights, product liability, and class action matters. He brings prior government enforcement experience to private practice and handles cases that may involve widespread workplace or consumer harm, complex factual records, and litigation affecting groups of workers or consumers.

Randy earned a J.D. from Harvard Law School in 2014, cum laude, and a B.S. from Duke University in 2008, cum laude. Before law school, he worked as a public school teacher in Prince George’s County, Maryland. His academic background and public service experience support a litigation approach grounded in careful research, written advocacy, and an understanding of how legal rules affect workers, consumers, and institutions in real-world settings.

Randy previously served as Assistant Chief of the D.C. Office of the Attorney General’s Workers’ Rights & Antifraud Section. He played a founding role in developing the office’s wage theft enforcement practice and helped lead enforcement work that recovered more than $20 million for workers and the District. That experience included government investigations and enforcement strategy and now informs his representation of workers and consumers in private litigation and class action matters.

Randy Chen is admitted in New York and the District of Columbia and before several federal district and appellate courts. His background combines classroom service, legal education, government enforcement, and private litigation focused on workplace and consumer rights. He uses that perspective to investigate claims, develop litigation strategy, and address practices that may affect many people at once, while helping clients understand the legal process and the remedies available through civil litigation.
