About
R. Dale Holmes is Of Counsel in the Louisville office of Cohen Seglias, where he represents clients in federal government contract and construction law. His practice draws on decades of experience with public construction projects, contract administration, claims, and disputes involving federal agencies. He advises contractors and other participants in government projects on issues that can arise during performance and in formal proceedings before boards and federal courts.
Holmes earned a J.D., cum laude, from George Washington University Law School and later received an LL.M., summa cum laude, from the same institution. His advanced legal education complements a career spent working with federal contracting rules, construction issues, and government decision-making. That background supports his ability to analyze contract requirements, evaluate claims, and address disputes involving public procurement and federal construction work.
Holmes spent approximately 30 years with the U.S. Army Corps of Engineers, including service as district counsel in Kansas City, St. Louis, and Louisville. He also completed tours in Afghanistan and handled significant government contract matters during his public service. His later private practice has included litigation and claims before Boards of Contract Appeals, the U.S. Court of Federal Claims, and the U.S. Court of Appeals for the Federal Circuit.
R. Dale Holmes has received honors recognizing his federal service, including the Army’s Civilian Service awards and the de Fleury Medal. His combination of government experience and private representation gives him a practical understanding of how federal construction and contracting matters develop from project administration through formal dispute resolution. He continues to guide clients through claims, compliance questions, and litigation involving government contracts and construction projects.
