About
Brent Carpenter is a shareholder at Jordan Ramis PC in Portland and chairs the firm’s Construction Practice Group. He represents general contractors, subcontractors, and suppliers through every stage of public and private construction projects across the Pacific Northwest. His work includes contract negotiation, contract administration, public procurement, bid protests, bond claims, lien claims, differing site condition disputes, delay claims, settlement, alternative dispute resolution, and litigation. He represents government contractors outside construction in procurement and contract-administration disputes as well.
Brent earned a J.D. from Lewis and Clark Law School in 2009 and a B.A., cum laude, from New York University in 1995. He is admitted in Oregon and Washington and before several federal courts, including the US Court of Federal Claims, the US Federal Circuit Court of Appeals, the US Court of Appeals for the Ninth Circuit, and federal district courts in Oregon and Western Washington. His education and admissions support a regional construction and government-contracts practice.
Brent guides clients through contract drafting, bidding, procurement rules, project administration, and formal claims. He prepares, prosecutes, defends, and resolves disputes involving payment, liens, bonds, differing site conditions, and project delays. He emphasizes early issue identification and practical dispute prevention while handling contested matters through settlement, alternative dispute resolution, or litigation when necessary. His prior experience running a small business informs his attention to commercial priorities during legal decision-making.
Brent Carpenter is recognized by Chambers for Construction and maintains memberships in organizations connected to public contracts, construction, and infrastructure. His practice spans Construction, Governmental Services, and Litigation, with industry work involving construction and development, homebuilding, and mining. His combination of contract drafting, public procurement, claims management, government-contract experience, and dispute resolution gives contractors and suppliers practical counsel throughout complex public and private projects.
