Phillip J. Russell

Phillip J. Russell serves as President of his firm and is recognized for his work in energy, utility, and telecommunications law. His practice includes representing industrial energy consumers, cooperative utilities, renewable energy developers, and municipalities in matters ranging from project development to regulatory proceedings and complex business litigation.

Phillip earned his B.A. in English from the University of Indianapolis in 2000, graduating summa cum laude while competing as a member of the track and field team. He continued his legal education at The S.J. Quinney College of Law at The University of Utah, where he received his J.D. in 2004, graduating with honors, including Order of the Coif, Executive Editor of the Utah Law Review, and designation as a William H. Leary Scholar.

Phillip represents a wide array of clients in energy-related issues, such as negotiating power and natural gas purchase agreements, advising on utility contract matters, and handling rate cases and regulatory disputes. His clients have included leading companies like Chevron, ConocoPhillips, Intermountain Health Care, Texas Instruments, and Utah State University, as well as several Utah municipalities and renewable energy developers.

Phillip also provides counsel to telecommunications companies, guiding them through regulatory applications, certifications, and competitive entry matters. His representation extends to notable clients including Frontier Communications, SpaceX, Commnet Wireless, and Telrite Corporation. Alongside this work, he is experienced in commercial litigation covering contract disputes, trade secrets, intellectual property, real estate, and corporate misconduct.
