Penny earned her Bachelor of Arts in Political Science from the University of Kentucky and later received her Juris Doctor from the Louis D. Brandeis School of Law at the University of Louisville. Before law school, Penny served in the United States Army Reserve and later worked as a lobbyist for a major insurance corporation. But her career path shifted when she was asked to support legislation that would hurt injured workers. Seeing her own mother suffer from carpal tunnel syndrome, she chose to leave the industry and pursue law to advocate for people, not policies.
