Paul D. Cullen, Jr.

Paul D. Cullen, Jr. is the managing partner of CullenLaw in Washington, DC. For more than twenty-seven years, he has advised businesses and trade and professional associations on litigation, regulation, and legislative issues. His practice focuses on federal and state appeals, constitutional questions, administrative law, civil litigation, Supreme Court practice, and legislative consulting. He often works on matters involving unsettled legal questions that can affect business practices, government policy, and regulated industries.

Paul earned a J.D. from Georgetown University Law Center and a B.A. from the College of William and Mary. Before entering private practice, he worked from 1991 through 1996 as a Legislative Assistant to Representative James P. Moran on telecommunications, technology, science, education, senior-citizen, and social-welfare issues. His legal education and legislative background support a practice that combines appellate advocacy, regulatory analysis, statutory interpretation, and practical understanding of how federal policy is developed.

Paul has litigated appeals before numerous federal circuit courts and has filed administrative challenges involving agencies such as the Department of Transportation, Federal Motor Carrier Safety Administration, Environmental Protection Agency, National Labor Relations Board, and Federal Trade Commission. His civil litigation has addressed constitutional challenges, the Fair Credit Reporting Act, the Clean Air Act, and transportation regulations. He has also drafted Supreme Court amicus briefs, petitions for certiorari, legislative proposals, agency comments, and rulemaking briefs.

Paul D. Cullen, Jr. is admitted to the United States Supreme Court, multiple federal appellate and district courts, the District of Columbia courts, and other tribunals listed by his firm. In 2023, he was appointed as a subject-matter expert member of the Federal Motor Carrier Safety Administration’s Truck Leasing Task Force. His practice combines appellate litigation, administrative law, legislative experience, and industry-focused regulatory work, particularly on transportation and business issues affected by federal rules.
