Michael S. Bogren is a distinguished partner in the Grand Rapids office of Plunkett Cooney and one of Michigan’s foremost governmental law attorneys. With a decades-long career, Mr. Bogren specializes in representing governmental entities in complex litigation, regulatory compliance, and public policy matters.

Mr. Bogren graduated cum laude from the University of Detroit School of Law in 1982 and earned his Bachelor of Arts degree, also cum laude, from Western Michigan University in 1979. Admitted to the Michigan Bar in 1982, he is licensed to practice before the U.S. Supreme Court, the U.S. Court of Appeals for the Sixth Circuit, and various federal district and tribal courts.

With deep experience in First and Fourth Amendment issues, police liability, due process, zoning disputes, Open Meetings Act claims, and FOIA litigation, Mr. Bogren is a leading government defense attorney in Michigan’s state and federal courts. As part of the firm’s Government Relations, Public Policy & Regulatory Compliance Practice Group, he advises public-sector and business clients on bill drafting, statutory interpretation, and a full range of legislative and regulatory matters that advance their organizational and business goals.

Recognized for his leadership and contributions, Mr. Bogren served on Plunkett Cooney’s Board of Directors for over 20 years, including 12 years as Board Chair. His accolades include being named Municipal Law “Lawyer of the Year” by Best Lawyers in 2025 and receiving the Distinguished Municipal Attorney Award from the Michigan Association of Municipal Attorneys in 2022.

In addition to his practice, Mr. Bogren is an accomplished author and lecturer on topics such as civil rights, police liability, and zoning. His work includes contributing chapters to the ABA’s Sword and Shield series and delivering educational seminars for the Michigan Municipal League and other organizations.
