Michael Lazarus

Michael Lazarus is the managing member and a founding member of Telecommunications Law Professionals, PLLC in Washington, DC. He advises domestic and international telecommunications clients on transactional and regulatory matters before the Federal Communications Commission and state and local agencies. Lazarus works with rural, small, and mid-sized carriers on broadband deployment, spectrum matters, regulatory policy, litigation, mergers and acquisitions, financing, equipment contracts, intercarrier arrangements, and interconnection agreements.

Lazarus earned his J.D. from the University of Virginia School of Law in 2002 and his B.A. magna cum laude from Duke University in 1999, with distinction in Political Science. Before founding TLP, he practiced at Paul Hastings LLP from 2006 to 2011 and Crowell & Moring from 2002 to 2006. His education and prior law firm experience support a practice combining regulatory analysis, transactional counseling, and advocacy in the communications industry.

Lazarus has advised broadband providers on federal funding initiatives, including Universal Service programs and infrastructure legislation. He has represented a major Alaska telecommunications provider on spectrum acquisition, infrastructure contracts, spectrum auctions, backhaul arrangements, resale agreements, E-911, VoIP, number portability, construction requirements, and FCC compliance. He also represents carriers in proceedings involving spectrum above 3 GHz and has advised a wireless microphone manufacturer regarding the use of UHF spectrum for content creation.
