Michael Hoffman

Michael Hoffman is a Newark, Delaware partner who practices administrative law, government law, land use, real estate, and general litigation. He advises municipalities, developers, builders, utilities, and property interests on regulatory approvals, statutory requirements, and sensitive development matters. He currently serves as legal counsel to the Lewes Board of Public Works, which provides utility services in Lewes and surrounding communities. His practice includes appellate work, arbitration, mediation, and disputes before Delaware courts.

Hoffman earned his J.D. from Villanova University School of Law in 2009 and an Honors B.A. from the University of Delaware in 2006. He clerked for Judge William L. Witham Jr. of the Delaware Superior Court from 2009 through 2010. He is admitted in Delaware, Pennsylvania, and the US District Court for the District of Delaware. His education and clerkship support his analysis of statutes, administrative records, property rights, and litigation strategy.

Hoffman has represented municipalities and developers on sophisticated real estate and land use projects. He previously served as a legislative attorney for the Delaware House of Representatives, strengthening his understanding of statutory construction and government procedure. He has handled matters before the Delaware Supreme Court, Superior Court, Court of Chancery, and Court of Common Pleas. He has also served as an arbitrator for the Delaware Manufactured Home Relocation Authority and taught law and real estate courses at DelTech.

Michael Hoffman has been named a Delaware Today Top Lawyer for Land Use and a Delaware Business Times Top 40 Under 40 honoree. He was selected as an inaugural Delaware 222 honoree and completed the Leadership Delaware program in 2014. His board service includes Opera Delaware and Leadership Delaware.
