Matthew C. Ballard is a Shareholder at Kirton McConkie, practicing in Litigation and First Amendment and Religious Organizations. He represents corporate and individual clients across healthcare, technology, bioscience, and government contracting matters. He handles litigation, alternative dispute resolution, and appeals, achieving results in mediations, administrative proceedings, and state and federal court cases.

Matthew earned a JD from Washburn University School of Law with Dean’s Honors in 2007 and a Certificate in Advocacy. He received the Philip C. Pennington Law Scholarship. He earned a BA in International Studies from Brigham Young University, with an emphasis in Law and Diplomacy and a minor in Latin American Studies.

Matthew works with healthcare organizations and practitioners on compliance, billing, and disputes. He defends licensing actions before the Division of Occupational and Professional Licensing and guides responses to subpoenas and records requests. He helps implement electronic data preservation and discovery practices and represents physicians, psychologists, and pharmacists in hearings, depositions, and court appearances.

Matthew has received honors for advocacy and scholarship, including Top Paper awards in Legal Analysis, Research and Writing Region IX Champion in the National Moot Court Competition, and First Place Overall in the Evan A. Evans Moot Court Competition, with Martin, Pringle, Oliver, Wallace & Bauer Award and John K. Kleinheksel Prize.

Matthew spent five years in-house at Intermountain Health, advising programs, providers, and risk managers on preserving quality-improvement privileges while addressing patient consent and liability issues. He advised Revenue Cycle personnel on collections and payment, appealed denials by government carriers, responded to payer audits, protected creditors’ rights in bankruptcies, and litigated disputes.

Matthew C. Ballard represents clients in Stark Law, Anti-Kickback Statute, and OIG Civil Monetary Penalties Law compliance, helping avoid overpayment liability, improper referrals, and patient inducements. He appeals bill denials, represents creditors in bankruptcy, and resolves patient billing disputes. He serves on boards for family associations and the AAA Fair Credit Foundation.
