Matt Bloomer

Matt Bloomer is a shareholder at SP&F Attorneys who practices municipal law, labor and employment law, and contract review and negotiation. He works in Rutland and the firm’s Burlington office, advising public-sector clients on legal and policy issues affecting local government. His municipal practice draws on direct experience inside city government and includes counseling on governance, employment matters, contracts, collective bargaining, and practical operational questions faced by Vermont communities.

Matt earned his J.D., cum laude, from Boston University School of Law and his B.A., cum laude, from the University of Vermont. His undergraduate honors included recognition as a Vermont Scholar and membership in the Boulder Society. His legal education and Vermont background support a practice that requires close analysis of public-law obligations, employment relationships, contractual terms, and the institutional realities that shape municipal decision making.

Matt served as Rutland’s City Attorney for more than six years before joining SP&F in 2023. In that role, he advised the mayor, Board of Aldermen, city departments, boards, and commissions on legal and policy issues. He was the lead negotiator in collective bargaining with four city unions. Earlier in his career, he practiced corporate law at a large Boston firm, adding private-sector experience to his municipal work.

Matt Bloomer brings government experience, employment knowledge, negotiation skills, and corporate-law training to his current municipal practice. His work helps public bodies understand legal requirements, manage personnel and labor issues, evaluate contracts, and make decisions that affect community operations. By combining inside government experience with private practice, he provides Vermont municipalities with practical counsel on the legal and administrative challenges that arise in public service.
