Cindy DeLancey

Cindy DeLancey is a partner and Government Affairs Director at Holland & Hart in Cheyenne. She advises clients on government affairs and complex regulatory matters affecting Wyoming businesses and projects. Her work includes infrastructure and energy development, data centers, environmental issues, state and local tax, immigration services, and corporate matters. She helps clients engage with government agencies, address regulatory requirements, and advance projects through approval processes.

Cindy earned her J.D. from the University of Wyoming College of Law and a B.S. in Political Science from Stony Brook University. Her legal and political-science education supports work at the intersection of law, policy, regulation, and government relations. She brings nearly two decades of government affairs experience to matters requiring coordination among businesses, agencies, elected officials, and other Wyoming stakeholders.

Cindy guides clients through state and local regulatory frameworks, helping secure permits and approvals for infrastructure and energy projects. Her work requires understanding agency procedures, legislative priorities, and the practical concerns of Wyoming communities and industries. She has developed relationships across the state’s business community, executive branch, and Legislature, which support consensus-building and early identification of potential regulatory obstacles.

Cindy DeLancey serves in leadership and appointed roles connected to Wyoming business, education, regulatory reform, and public policy. Her current and prior service includes the Wyoming Business Alliance and Wyoming Heritage Foundation, the Wyoming Regulatory Reform Task Force, and the Charter School Authorizing Board. She combines legal analysis with government affairs strategy to help clients navigate complex public-sector processes and move important projects forward.
