Luke Maher

Luke Maher is Partner-in-Charge of the St. Louis office of Norton Rose Fulbright US LLP and advises public and private clients on construction and development projects. His work covers healthcare facilities, manufacturing plants, data centers, energy facilities, telecommunications structures, housing developments, hotels, and entertainment lawsuits and disputes. He negotiates project agreements and advises stakeholders on contract enforcement, legal compliance, claims preservation, and disputes that arise during development and construction.

Luke earned a J.D. from Saint Louis University School of Law and a B.A. in Management Information Systems from the University of Notre Dame. In law school, he served as an editor of the Saint Louis University Law Journal and Student Body President of the Student Bar Association. His academic background supports a practice that combines contract analysis, project management issues, risk allocation, and complex dispute strategy.

Luke handles construction claims involving design and construction defects, delays, mechanic’s liens, breach of contract, statutory issues, design errors, and performance and payment bonds. His representative matters include disputes connected to a US$1 billion battery manufacturing and recycling facility and defective conditions at a major healthcare project. He also negotiates EPC, design-build, and other agreements for renewable energy, manufacturing, residential, and commercial developments.

Luke Maher has been recognized by Chambers USA for Missouri construction work and by Best Lawyers for Construction Law and Litigation – Construction. He has also appeared in Lawdragon rankings and Missouri Lawyers Weekly’s construction Power List. Admitted in Missouri and Illinois, he litigates in state and federal courts and handles arbitration and mediation, helping project stakeholders manage contracts, claims, and disputes across major development initiatives.
