Leon K. Oxley

Leon K. Oxley is the managing partner at Frazier & Oxley, L.C., based in Huntington, West Virginia. Practicing since 1975, Mr. Oxley provides experienced legal counsel in federal and state taxation, estate planning, probate, and criminal defense. He assists individuals and businesses in resolving complex legal matters, combining deep legal knowledge with a practical approach to problem-solving.

Mr. Oxley earned his B.A. in Political Science and Accounting from Marshall University in 1971, graduating magna cum laude. He received his J.D. from Emory University School of Law in 1975, where he was an Emory Scholar and made the Dean’s List.

Mr. Oxley is also a Certified Public Accountant, a credential that enhances his ability to provide strategic advice in tax-related legal matters. He is admitted to practice in all West Virginia state and federal courts, as well as the U.S. Tax Court. His legal knowledge is complemented by a career that includes leadership roles in banking and long-standing involvement in community service.

Before joining Frazier & Oxley, L.C., Mr. Oxley built two decades of banking and leadership experience as Secretary and President of Old National Bank of Huntington (1981–2001). He is an active member of the West Virginia Bar Association, the American Bar Association, and is admitted to practice before the U.S. Tax Court. Committed to community service, he regularly donates his time through pro bono work with organizations such as the Boy Scouts of America and the Huntington Museum of Art.
