Kirk C. Wille

Kirk C. Wille is the managing member and founder of High Rock Law, PLLC in Emmett, Idaho. He maintains a general law practice focused on business and corporate law, contracts, estate planning, probate and trust administration, real estate and land matters, and water law. He also assists with agribusiness, farm and ranch succession planning, livestock transactions, easements, land use, and agreements involving irrigation and property access.

Wille earned a Bachelor of Arts in Business Management from North Carolina State University. He later graduated with distinction from the Naval Postgraduate School, receiving a Master of Science in Management with a concentration in acquisition and contract management. After retiring from active military service, he attended the University of San Diego School of Law and earned his Juris Doctor in 2016. His education supports a practical approach to contracts, organizational planning, and risk management.

Before entering private practice, Wille served more than twenty years in the United States Marine Corps in logistics, government contracting, and acquisition program management. His assignments included leadership roles and combat deployments during Operation Desert Shield and Desert Storm, as well as two tours in Iraq. He later managed integrated product support for Marine Corps combat vehicle development programs, gaining experience with procurement, supply support, training, technical documentation, testing, and complex project coordination.

Kirk C. Wille brings military leadership, contract management experience, and community service to his legal work. He is admitted to Idaho courts and the federal district and bankruptcy courts in the District of Idaho. His service has been recognized with the Bronze Star with Combat Distinguishing Device and other military decorations. Wille is also a Certified Professional Contract Manager and has served as a Gem County Commissioner, helping him provide direct, practical guidance grounded in public service and disciplined planning.
