Kevin L. Carr

Kevin L. Carr is a member of Spilman Thomas & Battle and serves as the member in charge of the firm’s Jacksonville office. He also co-chairs the Labor and Employment Practice Group and the Education Practice Group. Carr represents employers in traditional labor matters, employment litigation, class and collective actions, wage-and-hour issues, and business law. His work includes counseling private and public employers on workplace policies, personnel decisions, union activity, and strategies for managing significant employment risks.

Carr earned his J.D. from West Virginia University in 1995 after receiving a B.A. cum laude from West Virginia University in 1992. He graduated with honors and was a Presidential Scholar as an undergraduate. His education provided a foundation for labor and employment litigation, regulatory analysis, collective bargaining, and business counseling. Carr is admitted in Florida and West Virginia and before several federal courts, including the U.S. Court of Appeals for the Fourth Circuit.

Carr has served as lead trial counsel in more than 200 employment cases in jurisdictions across the United States. His experience includes collective bargaining, union organizing campaigns, unfair labor practice proceedings before the National Labor Relations Board, contract and discipline arbitrations, wage and hour class and collective actions, employment discrimination claims, and appellate matters. He also advises employers on mergers and acquisitions due diligence, reductions in force, facility closings, workplace investigations, executive compensation issues, and employment policies.

Kevin L. Carr has been recognized by Chambers USA for Labor & Employment, including in the 2026 edition, and has also been listed in The Best Lawyers in America and West Virginia Super Lawyers. He holds an AV Preeminent peer review rating from Martindale-Hubbell and was named Best Lawyers’ 2019 Lawyer of the Year for Labor Law – Management in Charleston. Carr is also a member of the American Bar Association and Kanawha County Bar Association and regularly presents on labor and employment topics.
