Monica Brokenborough

Monica Brokenborough is a Baltimore labor and employment lawyer who primarily represents correctional officers employed by the Maryland Department of Public Safety and Correctional Services. She advocates for correctional officers in the Appellate Court of Maryland, Maryland circuit courts, Correctional Training Commission proceedings, Correctional Officers’ Bill of Rights hearings, and matters before the Office of Administrative Hearings. She also represents Maryland Transit Administration police officers and Baltimore City Public Schools teachers.

Monica earned a Bachelor of Music from the University of Cincinnati College-Conservatory of Music and a Master of Music in Music Education from West Virginia University. She later received her Juris Doctor from the University of Maryland Francis King Carey School of Law. She also holds Cornell University certificates in Employment Law for Leaders and Labor Relations. During law school, she served on the Moot Court Board and received the Litigation and Advocacy Award, a Peggy Browning Fellowship, and a CALI award for the Thurgood Marshall Seminar.

Monica brings extensive experience as a former teacher union representative and union leader. In that work, she successfully handled numerous grievances that led to back-pay awards, employee reinstatements, and the removal of adverse records. She was also nominated for president of the Washington Teachers’ Union. Her legal practice builds on this labor advocacy background, allowing her to understand workplace disputes from both legal and practical perspectives. In 2025, she secured reinstatement for thirteen correctional officers.

Monica Brokenborough is admitted to practice before the Supreme Court of Maryland and the U.S. District Court for the District of Maryland. She belongs to the Maryland State Bar Association, Monumental City Bar Association, and Alliance of Black Women Attorneys of Maryland, Inc. She has also written about labor law developments, including expanded National Labor Relations Board protections for concerted activity. Her experience in education, union leadership, administrative proceedings, and appellate advocacy supports focused representation for public employees facing significant workplace concerns.
