Keith L. Howard

Keith L. Howard is an attorney whose career centers on civil rights, education law, personal injury, and auto accident matters. His work reflects a long-standing commitment to serving individuals often overlooked by complex systems, particularly students and families facing legal barriers within schools and public institutions.

Keith earned his undergraduate degree at Winston-Salem State University, where he completed a B.A. He later obtained his J.D. from the University of North Carolina at Chapel Hill School of Law. This academic foundation supports his deep understanding of constitutional principles, statutory rights, and advocacy within education-focused legal frameworks.

Keith began his legal career representing children and families through civil rights, juvenile justice, special education law, and education law matters. He spent six years as a staff attorney with Advocates for Children’s Services, a specialized unit of Legal Aid of N.C., Inc., where he handled complex cases involving student rights and access to services.

Keith has devoted more than twenty years to special education advocacy, representing hundreds of clients in due process hearings and related lawsuits. His experience includes successful representation at the administrative, appellate, and federal levels, including matters before federal district courts and the federal court of appeals.

Keith also brings extensive teaching experience to his legal work. He transitioned into full-time legal education, teaching education law, special education law, student discipline law, legal research and writing, and family law. He currently serves as an adjunct law professor teaching special education law.

Keith L. Howard represents special education clients in New York, North Carolina, Virginia, Maryland, and Washington, D.C., and accepts matters nationwide. He applies state and federal special education laws to pursue free, appropriate public education for students, advocating for clients in any tribunal where their rights require protection.
