About
Keith A. Kemper is a partner at Ellis, Li & McKinstry PLLC and a seasoned trial lawyer with a broad litigation practice. He has practiced with the firm since completing law school and became a partner in its litigation section in 1997. His work includes eminent domain, personal injury, religious freedom, business litigation, and other complex civil lawsuits and disputes. He has represented property owners, businesses, individuals, and public entities in significant litigation.
Keith earned his J.D., cum laude, from Seattle University. He earned his B.A. in Religions Education, with High Honors, from Grace Christian University. His legal education and early public defense work helped establish a strong foundation for a career centered on litigation and trial advocacy.
Keith has extensive experience in eminent domain matters involving major public projects and government entities. He has represented property owners in takings involving the City of Everett, Washington Department of Transportation, City of Seattle, Port of Seattle, and other agencies. He has further represented Sound Transit in acquiring property rights for the Link Light Rail project. His work includes significant religious liberty cases involving free speech and worship rights, along with major personal injury and highway design litigation.
Keith A. Kemper is admitted to practice in Washington and before federal courts including the U.S. Court of Appeals for the Ninth Circuit and U.S. Supreme Court. He served as Managing Partner of Ellis, Li & McKinstry from 2007 through 2014. He has been designated a Super Lawyer since 2005 and holds an AV Preeminent rating from Martindale-Hubbell. His career reflects decades of experience in trial advocacy, eminent domain, constitutional disputes, and complex civil litigation
