Joyce Fleming Ofsa is a member of Spilman Thomas & Battle, PLLC and co-chair of the firm’s Real Estate Group in Charleston, West Virginia. Her practice focuses on commercial, mineral, and residential real estate, zoning, land use and development, eminent domain, landlord and tenant matters, and title insurance. She advises property owners, purchasers, sellers, brokers, lenders, municipalities, and other parties on transactions, development issues, leasing, and property-related disputes.

Ms. Ofsa earned a B.A. magna cum laude from West Virginia University in 1975 and a J.D. from West Virginia University in 1979. Her academic and legal background supports a practice that combines transactional work with regulatory and property-law matters. She is admitted in West Virginia and before the West Virginia Supreme Court of Appeals, the U.S. Supreme Court, and the federal district courts for the Northern and Southern Districts of West Virginia.

Ms. Ofsa advises clients on the purchase and sale of commercial, industrial, mineral, and residential properties and drafts related transactional documents. Her experience includes conservation easements, zoning approvals, variances, rezonings, subdivision matters, leases, secured lending transactions, mechanic’s liens, and lien priority disputes. She also represents municipalities and urban renewal authorities in eminent domain, land use, property acquisition, and disposition matters and has defended zoning ordinances in administrative and appellate proceedings.

Joyce Fleming Ofsa has received recognition for her real estate practice, including recognition by Chambers USA, West Virginia Super Lawyers, and The Best Lawyers in America. She has been named Best Lawyers’ Charleston “Lawyer of the Year” for Real Estate Law multiple times, including 2025. She is also a fellow of the American College of Real Estate Lawyers and the American College of Mortgage Attorneys and remains active in professional and community organizations.
