Jeffrey began his academic journey with a Bachelor of Science in Civil Engineering from Clemson University. He then earned his Juris Doctor in 1992 from the University of South Carolina School of Law. He is licensed in North Carolina and is registered with the United States Patent and Trademark Office. His Bar memberships include the U.S. District Court for the Western District of North Carolina and the U.S. Court of Appeals for the Federal Circuit.
