James Thomas Ryan is a seasoned attorney who focuses on criminal defense and DUI/DWI matters. James earned his B.S. in Criminal Justice from the University of Maryland, University College in 2014. He earned his MBA from St. Joseph’s University in 2018. He earned his J.D. from Mitchell Hamline School of Law in 2022. These degrees support his work in criminal justice, legal analysis, and advocacy.

James also completed the Federal Law Enforcement Training Center’s Uniform Police Training Course and the Maryland Police and Correctional Training Commission’s Police Certification Course. He completed the National Highway Traffic Safety Administration’s Standard Field Sobriety Test course, which adds value when reviewing traffic stops, field testing, and DUI/DWI evidence.

James brings a balanced understanding of enforcement work and defense strategy to each case. James Thomas Ryan also represented clients in District of Columbia v Cook 2021 CTF 002555, resulting in a partial acquittal after a bench trial, and District of Columbia v Villatoro 2025 CTF 002084, resulting in a not guilty verdict after a bench trial.
